Why not use impact fees to meet the schools' needs?

    Duval County currently doesn’t impose an impact fee on new development. Even if it did, impact fees can only be used to build or expand schools where future development would have an impact on school enrollment. That means impact fees would not be very helpful for two reasons: First, many of the schools that need the most attention are not located in areas where development is occurring. Second, much of the long-term development in Jacksonville has already been approved through city processes. Impact fees could not be assigned to those projects retroactively. Finally, in other counties where impact fees are imposed, it only pays a small portion of facility needs.
